Which would you guys say is better? IPB or Invision free? I am making an Invision Free board right now... but may switch to IPB depending on reliablity.

Where to start?

IP.Board is far more secure, it has a lot more features, you can install a range of amazing modifications onto IP.Board... IP.Board is the up-to-date version of Invisionfree basically. While Invisionfree is good I personally wouldn't setup a forum on it, remember if you wanted to switch from Invisionfree to IP.Board it would mean either losing all your posts/members or it'd cost you $30+ to get the database from Invisionfree.

See, I'd love to make an IP Board... but I have NO idea how... and doesn't it cost money?

Yes $149 for the license :) vBulletin is $89, but IMO not as good.

Depends on your budget, really. IPB is by far the better one but can you afford to pay $149.99 plus half-yearly upgrades?

From my experience, IPB is more user-friendly while vB is more admin-friendly. It all depends on what preferences you personally have when running a forum.
